STEP 1
Cook the potatoes in boiling water with 1 tsp of salt for 20 minutes or until tender.
STEP 2
While the potatoes are cooking, add oil in a skillet and cook the carrots for 5 minutes or until just tender. Add the beef and cook for 5 minutes or until browned.
STEP 3
Stir in the tomato paste, beef stock, season with salt and pepper and simmer for 5 minutes or until the mixture slightly thickens. Add the parsley.
STEP 4
Drain the potatoes and return to the pot. Mash with butter. Slowly add the milk and mix until smooth.
STEP 5
Spread the potato mash over the beef. Grill in the oven until golden brown for about 2-4 minutes.
